Kazakhstan to establish Drilling and Production Research Institute

A research institute of oil drilling and production will soon be created in Kazakhstan,Tengrinews reports citing KazMunaiGas Chairman Sauat Mynbayev.

“We will develop a new facility to research oil drilling and production that will become KazMunaiGas’ technological center that hold all the design documents for all the stages of exploration, drilling, production and all the technologies used for development of the fields of KazMunaiGas. They won’t be just stored there, but the institute will be their sole developer,” Mynbayev said during a meet of KazMunaiGas board this week.

Two existing institutes located in Aktau and Atyrau – Atyrau Institute of Oil and Gas being one of them – will be integrated into the new Institute. “They will be monitoring correct implementation of technologies at the fields, as design supervisors, together with the new R&D establishment,” he explained.

“What we have now is that one institute develops design documents, another institute brushes them up and some third institute runs the designer supervision. The situation has to be changed and the field audit should be stepped up. Only exactly what the documents made by the institutes prescribe should be done in the fields,” Mynbayev added.

The enhanced supervision will help improve the quality of work done by local contractors at oil fields. Besides, the new establishment’s cooperation with institutes may finally help fill the gap between education and the actual industry in Kazakhstan.

However, there may be a different side to the new development. KazMunaiGas is entitled to have a share in all the projects that are considered strategic for Kazakhstan. So the plans to transfer all the design documents and technologies used in KazMunaiGas fields might as well mean that technologies from foreign-operated giants like Tengiz and Kashagan may be part of the transfer as well. Foreign companies are very keen to guard their technological secrets and now it remains to be seen whether they will be asked to give them up.

Medical school will be opened on the basis of Nazarbayev University in 2015

In Kazakhstan medical school will be opened on the basis of Nazarbayev University in 2015, scientist, microbiologist, chairman of the Board of JSC “National Medical Holding” Kennet Alibek said at the CCS media briefing.

“As you know, cancer center will be opened at the medical holding. To date, department of brain tumors, the department of general oncology, departments for child patients were created. The opening of the oncosurgery departments is in process. As part of the center, we create the technology now, and work independently and with our partners,” K.Alibek told.

According to him, holding must become an innovation center, which will develop the transfer of new technologies in Kazakhstan.

“Meanwhile, the holding company, subsidiary of the Nazarbayev University, has to create medical school in 2015 by world standards. Teaching will be conducted entirely in English, the best elements will used in Kazakhstan, “he added.

Geological Centre to be opened in Astana

Kazakhstan will be opening its first geology center in Astana. Along with the Kazakhstan 2050 Strategy and Nazarbatev University, it will help geologists study the geological history of Central Asia and help students enter the field. Kazakh Ministry of Industry and New Technologies plans to create Geological Centre together with Nazarbayev University in Astana, Deputy Minister of Kazakhstan Industry and New technologies Nurlan Sauranbayev said during a dialogue platform Geology-360, BNews.kz reports.

It is planned to establish the fundamental scientific base where geologists will be able to fully develop deposits of Kazakhstan.

The Geological Centre will be created together with Nazarbayev University. Its main purpose is to create competence in the field of geology in Kazakhstan.

According to the Director of the Center of Earth Sciences of Nazarbayev University Askar Munar, at the moment, a master plan for the Geological Center is being developed together with a Japanese company

The approximate cost of the project is more than 40 million dollars. The construction is scheduled for late 2014.

Bolashak fuels development of cardiac surgery in Kazakhstan

Nursultan Nazarbayev has stressed the importance of Bolashak Presidential Scholarship and the effect it had on the development of cardiac surgery in Kazakhstan at the anniversary forum of the Scholarship late last week, Tengrinews reports.

The President recalled the unfortunate statistics of the year 2008 when 10 thousand people were waiting for cardiac surgeries and the surgeons “were capable of performing only 800-900” surgeries a year. “The remaining patients who were able to pay had to go abroad, while others who couldn’t afford the treatment remained untreated. Mortality from cardiovascular diseases became the number one scourge,” said Nazarbayev. 

He added that the grim statistics was changed thanks to young highly qualified professionals, newly built medical facilities and use of the up-to-the-minute equipment. As of today, 40 thousand surgeries have been successfully conducted. “All (40 thousand patients) were saved, all of these surgeries were made here in Kazakhstan and all of them were free of charge” for the patients, said the President. 

Nursultan Nazarbayev addressed one of the first Bolashak Scholarship alumni Dmitri Gorbunov, a prominent cardiac surgeon who graduated from the University of Freiburg in 2000: “You have become one of the best surgeons in the country. The 1700 surgeries you have made speak for themselves. Saving the lives of newborns is a noble deed.”

Gorbunov expressed gratitude to the President for the opportunity to study abroad. “We operate on our patients to give them a chance to recover, the same as you have given us a chance to receive an excellent education and to realize our dreams 20 years ago. Today 13Bolashak alumni are working in the National Cardiac Surgery Center and 5 of them are cardiac surgeons,” concluded Dmitri Gorbunov.

Geological Research Center to be established at Nazarbayev University

“Geological Research Center, including a full range of laboratories will be established in Astana,” Deputy Prime Minister – Minister of Industry and New Technologies of Kazakhstan Asset Issekeshev informed.

Head of State charged to activate geology system and new approaches in mineral and commodities –based industries’ management. We, in association with geologic society studied geology development perspectives. Indeed we have really great potential,” Issekeshev told.

In this regard, Ministry of Industry and New technologies has worked out Geology Development Concept till 2030.

“First of all, Head of State instructed to submit to Parliament a new legal framework that will simplify the approach for exploration permits till the end of the year. Second, to create scientific laboratory base. Herewith, together with Nazarbayev University we establish Geology Research Center,” the Minister Issekeshev informed.

In addition, A.Isekeshev reported on the application of international standards work.

“We have studied the experience of Australia, and Canada. We plan to sign four agreements with large international companies owning technologies to the end of the year. They are Rio Tinto Group – a British-Australian multinational metals and mining, the Korean and Japanese geological agencies. A.Isekeshev also noted the “National Geological Exploration Company Kazgeologiya” JSC stepped up its work in the area of small towns. More than 350 clefts were drilled in three single-industry towns.

As reported earlier, speaking at the enlarged meeting of the Government of the Head of State noted that slow pace of new fields’ exploration. Besides,  Nursultan Nazarbayev also stressed a sufficient increase of extension additions.
